We’re delighted to announce that Josue Blandon has joined the RISEC Community Foundation team in Canadian Horizons as our new HR Manager. With an extensive background in human resources, program management, and business administration, Josue brings a powerful combination of expertise, leadership, and dedication to our organization. Based in Cartago, Costa Rica, Josue is a versatile professional with a proven record of managing complex initiatives and engaging effectively with both team members and clients to drive impactful results.

Josue’s recent experience includes a tenure as a Talent Acquisition Specialist at Philip Morris, where he oversaw IT recruitment processes, from candidate sourcing and screening to coordinating interviews and maintaining the applicant tracking system. His work at Philip Morris involved fostering positive candidate relationships and building a pipeline of qualified professionals. Prior to this, Josue worked as a Program Manager for companies like Beyondsoft and Allyis, where he gained a strong foundation in payroll management, employee data oversight, and ensuring compliance with payroll policies and government regulations. His attention to detail, coupled with his ability to investigate and resolve payroll discrepancies, was instrumental in enhancing payroll efficiency.
Josue’s experience extends to roles in account management and digital marketing, including managing Amazon advertising campaigns and handling client relationships. His ability to adapt and excel in various roles demonstrates his commitment to learning and growing in ways that benefit his teams and clients alike. His skills in communication, problem-solving, and intercultural management align well with our values at RISEC, making him a tremendous addition to our team.

Beyond his practical skills, Josue holds a Bachelor of Science in Business Administration and various certifications, including Google Project Management and Fundamentals of e-Commerce and Marketing. He is also certified in cybersecurity and Microsoft advertising, illustrating his dedication to expanding his expertise across multiple domains.
